Environmental Director, Water



Ms. Bray brings over 30 years of environmental experience in her role as senior project manager at ECCI. Her experience as manager of an aquatic bioassay laboratory operation at a commercial environmental laboratory provides her with insight into how field activities impact water quality.

Ms. Bray assists many facilities in Arkansas and surrounding states manage their stormwater runoff. She has established long-term trusting relationships ranging from mid-level managers at individual plants to corporate environmental directors.

Ms. Bray has completed NPDES permit applications, hazardous waste reports, wetland delineations, Toxic Release Inventory/Toxicity Reduction Evaluations (TRI/TRE), Clean Water Act Section 404 permit notifications for projects impacting waterways, Stormwater Pollution Prevention Plans (SWPPPs) for industrial activities, SWPPPs for construction activities, Spill Prevention Control and Countermeasures Plans (SPCCPs), and Phase I Environmental Site Assessments. She has also completed Environment Assessment documents for compliance with the National Environmental Policy Act (NEPA).

Ms. Bray is well respected by her professional peers and by the regulatory community. She has communication abilities which allow her to work effectively with senior industry managers and all levels of regulatory and industrial staff. She is knowledgeable of both environmental regulatory standards and regulatory agency processes. Her experience at numerous industrial and manufacturing facilities allows her to prioritize issues for senior management attention, and then work with facility staff to implement cost-effective programs to address sometimes complex regulatory requirements.

Ms. Bray's knowledge of laboratory procedures and processes helps her evaluate field conditions at facilities to help craft recommendations for cost-effective actions to reduce water quality impacts, and attain compliance with strict stormwater and wastewater discharge requirements. She has completed multiple field facility environmental audits to evaluate compliance programs at manufacturing facilities, chemical processing facilities, and waste treatment and disposal facilities.

Pennye is married with one daughter and one granddaughter and three Labrador Retrievers (Abby, Tucker and Ruby). She and her husband Scott enjoy hiking and going to the lake with their dogs. In her spare time, she enjoys building furniture or working on projects around her house. Pennye also enjoys working out, lifting weights and running. She has two sisters and her parents all live nearby, so she enjoys spending time with all of her family.
